I loved the Androids.. although.. Sixteen Seventeen and Eighteen did become.. somewhat decent..
If you mean, stayed bad the entire series... lets see..
Most likely...
hmm.. hard to think of one that wasn't completely gay..
I guess Super Buu was alright.. but I didn't like him..
Wow I didn't like anybody that stayed bad.
(I like Majin Buu [fat] but he became good)
But otherwise it's 17/18

Freiza and Cell
Majin Buu was alright but the other two remained interesting, and very omnious.

My favourite bad guy in DBZ would have to be Cell.
